Graphics Upgrade

Does anyone know what that chip is on the back of all ATI Graphics Cards?

Does anyone know what that chip is on the back of all ATI Graphics Cards? on ati cards you have a chip on the back of the board opersite from the cooler and stuff. it has a thing covering it but the center of the chip is uncovered. shal i put a thermal strip on it and then put a VGA memory cooler mini heatsink on top to help it a bit? What does that chip do anyway?

1. Hi. My ATI Radeon 9800 128 PRO has an Arctic Cooling system and works just fine without cooling the chip you describe. If it works OK I would just leave it. My opinion.
