Graphics Upgrade

I have a widescreen monitor connected to a pc via hdmi with an ati graphics card how do i fix resolution?

The resolution on the screen from the computer is very choppy, but backgrounds and screen savers are great quality, i changed the properties settings and still no change any other ways to fix?
