Why does Windows hang on startup, after removing and then reinserting an ATI graphics card?

Today I cleared dirt out of an ATI video card because the fan was noisy. After putting it back in and booting up, XP hangs on the splash screen. I'm able to boot in to safemode(with networking), which is how I managed to post on here. To clarify: The issue is not that I have no video. It's that XP is hanging on the loading screen after silencing the video card's fan.

  2. try reinstalling the driver. if you dont have the driver CD, download it from ATI's website: http://ati.amd.com/support/driver.HTML
  3. Safe mode loads the standard driver for the video card that is why you are able to see on the screen. The video driver is defective, re-install the driver from the manufacturer or disk
