can you put whatever an ATI graphics card in the ASUS P5Q PRO P45 motherboard? like the iceQ4turbo?

1. Not exactly, no. You can install any PCI Express graphic cards regardless if nvidia or ATI based GPU's. The card MUST be PCIe interface, the card in question is compatible with the mobo so your good.
